In 1994, NATO chose to expand eastward, walking a fine line between the membership aspirations of Central European states and sensitivity toward Russia. While the military situation in the Bosnia-Herzegovina conflict escalated after attacks on UN safe areas, important policy shifts took place in the EU’s joint foreign and security policy, as well as in the preparations for the economic and monetary union.
