Methodisch stützt sich die Analyse auf 30 Inter­views mit Expert­innen und Experten aus unter­schiedlichen Welt­regionen und ergänzt diese auf Basis einer Aus­wertung von Policy-Dokumenten und der ein­schlägigen Forschungs­literatur.
