Diplomacy does not operate in isolation from society. In today’s highly networked communicative environment, diplomacy and the public shape one another. Publics have become a central audience of public diplomacy, while at the same time producing their own actors who intervene in foreign-policy processes, from individual activists to non-governmental organizations. The book puts these dynamics in historical perspective by highlighting interactions between diplomacy and civil society during the twentieth century. Through a collection of case studies and sources, the volume shows how unofficial actors have influenced diplomatic agendas and practices, and how diplomatic institutions and culture have responded to these external voices and influences.
